Introduction of GCC
 

    The Gulf Cooperation Council (GCC) was established on May 25,1981.It is consisted of The kingdom of Bahrain, the State of Kuwait, the Sultanate of Oman, the State of Qatar, Saudi Arabia, and the United Arab Emirates.
The aim of the GCC is to strengthen the coordination, cooperation and integration among the gulf countries, to achieve their unification, especially to intensify the defense and economic cooperation ;and to enhance the connection and cooperation with the people in the country members, and also to promote the six countries¡¯ development in fields of industry, agriculture and science technology.
    The major organizing structure includes:
£¨1) The Supreme Council: it is the highest power authority, and holds the summit among the heads of the 6 countries annually. The chairman is held by the chief of the state in alphabetical order of the country¡¯s name. The tenure is one year.
£¨2) Minister Council: it is consisted of foreign missions or their representatives. It is an executive institution and holds a regular meeting every three months. The chairman is held by the six member countries in the alphabetical order of the country¡¯s name. The tenure is one year.
£¨3£© The General Secretariat: it is a standing body. The headquarters locates in Riyadh, the capital of the Saudi Arabia. It is in charged by the general secretary and the assistants of the general secretary ,who are in charge of political, financial, economic, and military affairs. The general secretary is appointed by the supreme council. The term of office is 3 years. The incumbent general secretary is Jameel Al-Hujailan(From Saudi Arabia, being elected in December 1995 and taking office in April 1996).
£¨4£© The Special Committee: it includes economy and society development committee, business and finance cooperation committee, industry cooperation committee, petroleum cooperation committee, culture cooperation committee, and defense cooperation committee.
    The senior safety committee of GCC was established in May of 1992,which is in charge of the peace and safety of the Gulf countries and regions, and also makes contribution to strengthen their self-defense ability. Qabus the head of Oman is appointed as the chairman of this committee. Since the GCC was established in 1981,it has already held 21 summits until December of 2000. The summit is held in every November or December ,and the place of the summit is in the capital of the 6 country members rotationally. On the Abu Dhabi Summit of 1998,it decided to add an informal consultative conference ,which is convenient for the country members to exchange their viewpoints frankly. It also enhances the coordination, and makes preparations of the decisions for the formal summit. The first consultative conference was convoked in Riyadh in 1999,the capital of the Saudi Arabia. The ministers of the 6 countries convoke meetings , according to some special demands, to confer on the problems in the field of policy, economy, diplomacy, safety, and ministry. They exchange their viewpoints, coordinate positions, discuss countermeasures and take joint-actions.
